Slightly different from the request in the file, but negative offsets would allow indexing and splicing strings starting from the end of the string instead of the beginning, i.e. -1 is the last position, -2 the next to last, etc. The length parameter would still need to be positive.

Since we'll be adding features to string indexing anyway, this seems like a good candidate for 2.91.

Added for string indexing in GIT 0a44a0c; still pending for string offsets, as the two are handled separately.
