I think this would ease usage of VLayer for most people. I know you can load MZM onto it via robotic or things like that, but if you don't want to change VLayer directly in game and static one is all you need, I think there should be similar way to edit it like you do with overlays. Controls would be similar to both world and overlay editors and work as follows:
Enter - open character selection dialog, then inserts block
C - changes color
Space put block picked up with ins/enter
Del - delete selected block
F2 - text entering mode.

We've kicked this idea around before and it's not bad (currently what we have to do is keep a board around, edit it, save it as an MZM, and then load the MZM at runtime -- yelch), but I don't think it would be happening soon, unfortunately. We wouldn't be able to have something like this until a major version change (2.85) because it involves changing the world format, since the vlayer is not stored in an .MZX file, only in .SAV files. We'd either treat the vlayer like a board and stuff it on the board list somewhere in the editor, or have a key to switch to it like the overlay and a key to open a vlayer size/dimensions dialog.
I'm going to go ahead and approve this one.
