As the title says. Which one would be better for making a visual novel with little RPG battles between scenes?

Ren'py or RPG Maker?

Probably RPG Maker. The question is whether it's easier to make VN scenes in RPG Maker or RPG battles in Ren'Py - and while I've seen plenty of (Japanese) RPG Maker games with VN scenes I haven't seen a lot of Ren'Py games with competent battle engines - you're definitely facing an uphill battle there.
Disclosure: I have never used RPG Maker, I've only played games using it. I've used Ren'Py.

I would think that if an engine can't pretty easily do VN style gameplay then it can't really do much of anything.

Right, and I figure battle systems are enough work that if you only want simple battles it would be best going with a premade system that already comes with a lot of useful assets for creating those.

Don't know Ren'py at all but I agree with Lancer's statement on the face of it anyway.

So, RPG Maker? While I agree, there is a deal breaker.
Ren'py is free, while RPG Maker is not.
