Well, I guess most of the kana are accounted for here, and they're competently drawn (probably based on an existing low-resolution Japanese font), but they're arranged in such a terrible manner that it's completely useless. What he appears to have done is try fitting all 100+ kana into the font portion of the character set, then, when it didn't fit, expand to fill in the empty spaces in the default character set, and when it still didn't fit, start deleting what he saw as nonessential characters, like the smileys. The end result is something that's basically unusable because it's so out of order.
